My bad! I only skimmed the documentation.
In https://docs.scummvm.org/en/latest/other_platforms/ios.html it says
cp -r ~/Downloads/scummvm-ios7-libs-v2/* ~/build/
but it should say:
cp -r ~/Downloads/scummvm-ios7-libs-v2/* build/
