SCUMM: allow non-english DIG and COMI to be set to English

Description
the non-english versions of DIG and COMI come with an additional file which contains the non-english strings; if this file is deleted, the game will display the ingame text in english
this patch makes ScummVM ignore the additional files if the user manually sets the game language to any flavor of English, but still loads them if it is set to any other language
please review and comment, I only tested it with DIG
if it falls through at least I learned a bit :)
