adds generic information on what queen.tbl is; nothing about the creation though (tool doesn't seem to be released?)
maybe the FOTAQ guys can have a look at it

Thanks, I committed it as-is.
Regarding the tool which builds the .tbl file, the problem is that it requires some header files from the original sources.
