BASS: Possible fix for problem with cut-off speech

I've had some problems with cut-off speech in BASS in some places. For instance in the furnace room, when the elevator reaches the bottom. I think it's fnStopFx() that's mistaking the speech for sound effects.
This is an attempt at fixing it by giving each type of sound its own id. It seems to work, but I don't know for sure.
