CMI: Possible fix for palette bug during banjo duel

This patch fixes a palette bug during the banjo duel that happens in the close-up of Guybrush. It does so by implementing the SO_ROOM_NEW_PALETTE opcode, but I don't know if it does so correctly. It seems too easy. The FIXME comment mentions that it's used in the crypt scene, but I haven't gotten that far yet. Could someone else please test this?
