Global and local configuration files

Description
Maybe it is possible to have more configuration files, which are processed successively, e.g. first /etc/scummvm, then ~/.scummvm. So one can write all "installed" games in one global file and any user can do his own preferences. Perhaps it is even possible to scan a whole directory, so one can put, for instance in /etc/scummvm/, a config file for any "installed" game, while any user can put his own changes in his ~/.scummvm.

It is "possible" in the sense that everything is possible, technically, but at this point, we have no intentions to allow that, to the contrary.
It's also unclear, from a legal point of view, whether we should ever support such a multi user setup.
