Description
The Tools GUI forces the user to choose nominal, minimum and maximum bitrates as well as a quality value (or keep the default values). This makes no sense since either the nominal bitrates or the quality is used. Since the encoding tools use the quality only if the nominal bitrate is not defined, this means the quality is actually never used when using the tools GUI.

We should ask the user to select either a nominal bitrate or a target quality but not both (e.g. radio buttons). Also minimum and maximum bitrates should be optional.

I had very little free time in the past month, which is why I created the bug report to keep a trace. But yes I intended to work on it and still do. I have a bit more time since last week-end so I will probably work on it soon.
