The floppies don't have any WESTWOOD.* files just DISK*.EXE and INSTALL.EXE files. I reinstalled the game to my hard drive and it seemed to extract the WSA5.PAK file correctly this time around.

Is that the US or UK version? AFAIK it should have WESTWOOD.* named files, which contain the game data.

It is a US version contained on 4 HD 3.5 floppies. Disk1: DISK1.EXE INSTALL.EXE Disk2: DISK2.EXE Disk3: DISK3.EXE Disk4: DISK4.EXE

Are you sure you do not miss any datafiles?
Maybe you should try to use the non extracted version, by directly copying the "WESTWOOD.*" files from your floppies.
