COMI: setting to 'subtitles only' does not disable speech

Description

When going to options through the F5 menu, or editing the game's entry, setting the 'text and speech' option to 'subtitles only' does not disable the speech in the game, and the characters are still heard. However, the game still reacts as if the speech is disabled, evident when using the CTRL+G speed up function: the speech will be skipped along with the speed of the game, while when it's set to 'speech only' or 'speech and subtitles', the game will let the spoken line to be finished playing.

I can confirm this with my German COMI version on Linux/amd64 with r42510.

The same thing also seems to apply to The Dig, but not to Full Throttle.
