ALL: sfx/music volume set 0 is not mute

if you set the music or the sound volume to zero is not
mute. if yet set the value to 5 or a similar low value, it is
almost mute, but with a value of 0 it has the standard
happens with both old and new gui.
tested with mi2 and indy4.
