CINE:Crash when launching undefined targets

Description
When launching scummvm with the "fw" and "os", when those targets have not been defined in the .scummvmrc file, it looks for them in the current directory.
If the directory does not contain Cine games, the engine crashes with the following error: engines/cine/texte.cpp:50: void Cine::loadTextData(const char*, byte*): Assertion `pFileHandle.isOpen()' failed.
