Game-specific SoundFont configuration broken

Using svn r21836. Changing the soundfont setting in the "edit game" menu has no effect. It doesn't update the configuration file.
I attached a fix, which moves handling of soundfont settings to the standard location - along with the rest of the MIDI tab settings.
The soundfont settings were previously not loaded for Dreamcast, PS2, and GP32 (in GlobalOptionsDialog::open), while the widgets were not disabled. I think it was added there by mistake.
