ULTIMA8: Some gumps are not affected by palette transformations

Description
Version 2.8.0 - Gumps like the health bar and minimap are not affected by palette transformations like fade to black. The easiest way to see a fade to black transformation is using the bedroll that can be obtained at start of the game.
For other transformations, such as the fog after releasing Hydros, this behavior might be desirable.

All palette transformations now apply to mini stat gump and mini map gump. We might consider limiting fog and firestorm transforms for gumps in the future.
