GUI: iOS settings menu needs a way to scroll up down

Description
the settings menu does not recognize that it shows settings that are off screen and offers no way to scroll down (or up).
In landscape view this affects a some setting tabs (like backend) and in both portrait and landscape it affects the keymapper tab excessively.

This isn't strictly an iOS bug, the same problem happens e.g. in Windows in the keymapper tab. The scrollbar is missing so you are forced to use the mouse wheel
This is probably still related to PR https://github.com/scummvm/scummvm/pull/4569

Just tested but it's not working everywhere.
In game, in landscape mode, the Backend menu does not have a scroll bar yet. When you enter the options in game the menu is much smaller sized and thus not everything is showing and you can't scroll. Keymaps does have the scroll bar.
I noticed in GUI scale large, that some settings tabs do have scroll bar (Graphics, GUI), but other tabs do not have this when needed (Backend, keymaps, misc)
