TWINE: Action selection popup menu is not shown when pressing Ctrl

Description
This is with 2.7.0git (built from current master HEAD) on Windows 10 x64, testing with the latest version of the game on GOG and Steam.
Pressing any of the Ctrl keys on my keyboard (which is indeed mapped to changing the action) does not show the action selection menu popup as it's supposed to. Instead I just get a notification text at the bottom left stating the current action status of Twinsen (eg. "Normal" or "Athletic and so on).
Note, holding Ctrl down pauses Twinsen but the rest of the game keeps on going.

Really weird. I double checked and this behaviour is gone now. The weird thing is that I've actually explicitly implemented this behaviour with 35e0a747a4e7602214f339a037a3bca229746828 and a few following commits.

ah... and to fix my confusion - f1-f4 shows only the text in classic release, ctrl should still show the dialog.

As far as I can tell this is the behaviour of the classic release on gog. The quick behaviour selection menu was replaced with the text.
