CHEWY: Taxi hotspot not working (german version)

Description

OK, its not gamebreaking as I have first reported, as the hotspot Taxi stand works fine. But the hotspot Taxi should work also properly, but in the current version Chewy walks instead to the paper boy and wants to pay him.

This seems to be a difference between releases. I double-checked for the original English release vs ScummVM, and in both the taxi doesn't even appear as a hotstpot. That's probably why logic related to using it directly is wrong/incomplete.

This should fix it. I've also done a workaround so that the taxi hotspot is enabled in the English version.
