DOTT: MT-32 MIDI priority

Actually it's a general issue, but DOTT seems to be the
only game where 'ROL ' and 'GMD ' coexist.
In case of native MT-32 the 'ROL ' resources should
have a higher priority than 'GMD ', so no useless GM to
MT-32 conversion takes place in case of both versions
are present. I experimentally changes the priority
which also fixes problems in DOTT. resource.cpp should
distinguish between GM and MT-32 output in the priority
