AUDIO: Support hardware OPL on Windows

Description
Hardware OPL devices are supported on Linux via ALSA and OPL2LPT, so it would be interesting to support this on Windows as well. AdPlug has support for this, which could be useful as a reference: https://github.com/adplug/adplug/blob/master/src/realopl.cpp
