Ultima IV: sound FX loops

I just noticed that some of the sounds for Ultima IV are too long and loop.
For example, the sound file for casting spells is spell_flash_25.ogg, and is about 1 second long. But when you cast the spell in the game, the sound plays for about 2 seconds. It does this by looping the sound a second time, and playing the first half of the spell_flash_25.ogg sound.
I'm unsure why time elements are included when sounds are played? I thought the game should cut off playing the sound when it reaches the end of the sound file?
