Cannot quit Blazing Dragons when always return to launcher is selected

Description
The game Blazing Dragons does not have Return to Launcher support and being a PS1 game, there is no in-game option to quit. As a result, if the new "Always Return to Launcher" option is selected, once Blazing Dragons is started, there is no apparent way to quit the game short of force-quitting ScummVM at the Operating System level.
I suspect there may be a similar issue with other games that do not have Return to Launcher support, but I do not know of any others that I'm able to test with.
Current testing was done with Windows 10 using daily build 2.3.0git11925-g2d86567b36.

This should be fixed in commit a1c807704d.
I was reminded of this issue when testing the ags pull request today (as it does not yet have Return to Launcher support either and I was forced to kill ScummVM). I have not tested Blazing Dragons as I don't have that game, but the change I made should fix it for all the engines that do not support returning to the launcher.
