DEBUGGER: Issuing the debugger key combo from the debugger causes ScummVM to exit

Description
When using the debugger, in-game, for example bringing it up via the default key combo Ctrl+Alt+d, then if you press Ctrl+Alt+d again, then ScummVM will exit completely (as if crashed).
The error on the ScummVM background console (if enabled) is
"Tried to assign to an already busy PauseToken!"
Tested with ScummVM 2.2.0 and 2.3.0git (Windows 10 x64 builds), and also on Android (2.3.0git).
