Tested on Riven Steam version (2.1.0git) and on a standalone version (2.2.0git341-g151d8e336f). Windows 10 version 10.0.18362.719
If the application VoiceMeeter Potato (an audio mixing tool that provides several virtual audio devices) is running before starting ScummVM, it will be impossible to play any games.
Specifically, the Steam version fails to start the game as described. The standalone version crashes with a "Assertion failed: _mixerReady, file audio/mixer.cpp, line 240".

This is an SDL problem. You could look for a setting there for allowing non-exclusive access to your audio devices.
