GUI: REMASTERED THEME: Clean up tooltip presentation.

The remastered theme changes the tooltip’s font to the same font used by all other GUI components.
This significantly changes the dynamics of the tooltip, highlighting deficiencies in other areas of its design (see attached images).
- allow at least 2 pixels of separation between the text and each edge of the tooltip container.
- outline the container on all sides with a border that matches the tooltip’s text colour.
- replace the current hit-and-miss shadow effect (depends on its proximity to the screen edge) with the newer and more subtle button-style shadow.
- if an object already contains a text label (i.e. most buttons and all options), related tooltips should end with a period (“.”), since these are additional explanations or instructions for the user, not labels.
The current fill colour works well against darker backgrounds (such as the Launcher & Save/Load screens), and should be fine on lighter backgrounds (Options tabs) once enclosed by an appropriate border.
However, if the separation between the tooltip and objects with the same or similar fill colour isn’t clear, then an alternative fill colour should be considered.
