New BASS demo for the demo collection.

Description
A few weeks back I spotted a previously unknown variant of a Beneath a Steel Sky demo on the Ludophiles YouTube channel. https://www.youtube.com/watch?v=HwpwLN1mTqk
The demo is believed to have come from CES 1993 where the game was on show at the time.
I got in touch with the channel and they were kind enough to send me the data for analysis.
Unfortunately it's a simple deluxepaint anm player rather than an in-engine demo.
As is the convention with other non-engine demos like the MI2 rolling demo hosted on SourceForge, this could be placed into Sky/Non-Engine.

@mataniko: Can you upload this demo to the FRS as indicated i.e. under a new non-engine subdirectory of https://www.scummvm.org/frs/demos/sky/
If not, I assume that @sev may need to deal with this?
