Cursor glitching around when mouse is locked into screen or program is full screen

Description
Just today I updated to the fall creators update 1709 for Windows 10. Yesterday when I was playing some good old Freddi Fish, I had no issues. But today after updating (I didn't even touch the game until now so it couldn't be anything else) now when I have the ScummVM window in full screen(The screen before running a game) or the game running in full screen, very sensitive mouse movements will randomly cause the cursor to get sent to an edge of the screen. I also noticed it does this when I use CTRL+M to lock the cursor into the screen if the game is not in full screen.

Thanks for your report! This is a known incompatibility with SDL1 which is not a ScummVM bug. See http://forum.scummvm.org/viewtopic.php?t=14443 for more information. Please use the Kirben daily build instead, which uses SDL2. The upcoming ScummVM 2.0 release uses SDL2 so is not immediately affected by this issue.

I was running the latest stable ScummVM build and then I updated to the latest daily build thinking that would fix it but it didn't.
