SHERLOCK: Music setting by in-game option is not respected

Features compiled in: Vorbis FLAC MP3 RGB zLib MPEG2 Theora AAC FreeType2 JPEG PNG cloud (servers, local)

If one changes the option "Music" to off in in-game's "Set-Up" menu, the music will be turned off, but if the Music is set to on again, no music will be played.

The whole scene will stay quiet, until one leaves the scene or room and new music is triggered.
Returning to the earlier quiet scene now lets the music play again.

This is an actually an area I'm not well familiar with. It could be related to my pull request some back: https://github.com/scummvm/scummvm/pull/666
It's languished as only half-finished, because I could never get it work properly. Hopefully someone will eventually be able to look into it and finish it.
