I double checked, and this is the same as in the original, due to the logic that Lift 4 always goes to the floor that lift 2 starts off on when you call it. So if you do the following in the original gme:
1) Call/enter lift 2 - It starts off on floor 27 (Bottom of Well), so Lift 4 is set to there
2) Exit lift 2 without going anywhere
3) Call/enter lift 2 again - since it started off on floor 1 (top of well), lift 4 is set to top of well
4) Exit lift 2 again, go around to lift 4, and you can enter it

I don't see it as an issue, though. As long as the floor access is working properly, with only SGT level access you shouldn't be able to travel to the bottom of well to get the Liftbot head. So even if you can get into lift 4 and get the eye with SGT, you won't be able to exit the lift without putting it back again.

Floor 39 is bottom of the well not 27 and you can get to bottom of the well as SGT (using lift 1 or 3) and get the liftbot's head. I guess there is no potential for having new bugs by getting it while still just SGT.

Ah, right.. 39. I'm starting to get the floors mixed up. Anyway, as you say, there's no real reason why the player can't get the eye early if they figure out how to do so. So I'll leave it unchanged.
