I took the saved game from #10091 and went to the parrot room and the doorbot keeps appears right at the entrance to the parrot room. He doesn't have anything to say and if I try to say something it says no one is there. If I click away he leaves like he was summed.
If I keep going in and out of the parrot room keeps appearing, but if I go into the embarkation lobby then back into the parrot room he no longer appears.

Since the problem with that bug is fixed, I can't replicate seeing the Doorbot being already present in front of the Parrot room. So it's fairly safe to say that this was from the Doorbot being in an invalid state that hopefully now can't be replicated.
